THE INTERNATIONAL DAY OF DEMOCRACY Dr. Jassim Taqui DG, Al-Bab Institute for Strategic Studies
Islamabad September 15 , 2023, The following is the message of His Excellency Antonio Gutters, UNSG on the occasion of The International Day of Democracy: Democracy, the rule of law, and respect for human rights are bedrocks of resilient, inclusive, and peaceful societies. They underwrite freedom, advance sustainable development, and protect the dignity and rights of every person. On the International Day of Democracy, we celebrate its promise to societies – and recognize the many threats it faces at this time of tension and turmoil. The walls are closing in on civic spaces. Mis- and disinformation is poisoning public discourse, polarizing communities, and eroding trust in institutions. This year’s theme – “Empowering the Next Generation” – focuses on the essential role of children and young people in safeguarding democracy today and in the future. It is not enough to listen to children and young people. We must support them with massive investments in education, skills-building, and lifelong learning. We must protect human rights and advance gender equality. And we must expand the meaningful participation of young people in decision-making processes at every level. On this important day, let us join hands across generations and work as one to build a more just world for all.

Today is a testament to our commitment to a sustainable and climate-resilient future, one that will benefit not only us but generations to come.” The Green Shipping roundtable stakeholders discussed opportunities to reduce carbon emissions in the port, shipping, and logistics sectors in Pakistan. Port authorities, industry, and other key actors in the ports and shipping value chain discussed how to promote environmentally friendly and sustainable shipping practices in Pakistan and ways to support the Green Shipping Challenge at COP28. Building on this foundation, the U.S.-Pakistan “Green Alliance” framework advances cooperation in agriculture, clean energy, and water. The UNSG Message on UN Day For South-South Cooperation Dr. Jassim Taqui DG, Al-Bab Institute for Strategic Studies
Islamabad September 12 , 2023, In our world of deeply connected challenges, South-South cooperation plays a vital role in shaping a brighter future. The United Nations Day for South-South Cooperation is a powerful reminder that when nations unite, they can overcome obstacles and accelerate sustainable development. From climate action to poverty eradication, from healthcare to education, from trade to digitalisation, solidarity and strong partnerships between developing countries can pave the way for a more equitable and sustainable world. Only together can we build a world of shared prosperity, where cooperation knows no borders. Through south-south cooperation, countries of the Global South can share knowledge, skills, expertise and resources, coordinate their efforts, and benefit from economies of scale. Together, they can multiply their sustainable development efforts to mitigate climate disruption, find solutions to a global health crisis, manage supply chain disruptions and deliver humanitarian assistance. South-South and triangular cooperation are important, high-value complements to cooperation with developed countries. But they do not replace or reduce the responsibilities and commitments of the Global North. Developed economies have a duty to work constructively with economies in the Global South, to reduce inequality and build bridges to a sustainable future for all. As we mark the United Nations Day for South-South Cooperation, let us recognize this form of collaboration as an essential catalyst for change, embodying solidarity, innovation, and mutual support. Thank you.

U.S. Ambassador to Pakistan Donald Blome at the USAID “Invest in Pakistan Conference” Dr. Jassim Taqui DG, Al-Bab Institute for Strategic Studies
Islamabad September 10 , 2023, Ambassador Blome: I am pleased to be with you today at the first in a series of Invest in Pakistan Conference events hosted by USAID. Today’s gathering underscores our shared commitment to mobilizing investments from the U.S.-Pakistani diaspora in innovative ways to help address Pakistan’s most pressing economic, technological, social, and humanitarian challenges. Today, we celebrate the signing of four new memoranda of understanding valued at $44 million – increasing the total diaspora commitment to nearly $200 million. The United States is committed to working with the Pakistani diaspora to spur private sector-led growth. Between November 2022 and March 2023, for example, the U.S. Mission to Pakistan mobilized $153 million in diaspora-led technology, health, and education investments. These include: • Dallas-based TCCF started construction of low-cost houses and basic infrastructure in Balochistan; • The Pakistan Katalytic Technology Fund, based in Silicon Valley, shortlisted Pakistani technology businesses with proven growth for equity financing; • OPEN SV selected Pakistani startups for its flagship “Startup Connect” program at the OPEN Silicon Valley Shark Tank; and, • Datarox obtained a license from the Special Technology Zones Authority to set-up a data center in Pakistan. The United States and Pakistan have a long history of pursuing economic growth to solve development and humanitarian challenges. Just as the Green Revolution improved the quality of life for Pakistanis in the 1960s, today, through the U.S.-Pakistan “Green Alliance” framework, we are building for the future. We’re making strategic investments in energy, water, and agriculture that strengthen climate resilience, drive forward energy transformation, and foster inclusive economic growth. And we want to see Pakistan succeed in an increasingly competitive market for U.S. trade and investment. The three themes discussed at the conference today – artificial intelligence, electric vehicles, and semiconductor technology investments – are key to Pakistan’s economic growth and future prosperity. I want to congratulate our four diaspora partners, SERVINZ Limited, Pakfoods LLC Group, Jaxeri Investment Corporation, and Global Semiconductors Group, on signing these MOUs. You are helping unlock Pakistan’s investment potential. I look forward to seeing the benefits these partnerships will bring to the Pakistani economy and the Pakistani people. Before I close, I want to extend my gratitude to the members of the U.S.-Pakistani diaspora, many of whom traveled a great distance to be here today, as well as representatives of the Pakistani government, and business leaders. Together – and only together – can we make progress toward a more sustainable future for Pakistan. Thank you all.

The objective of establishing these centers is to enhance the capacity of farmers in the merged districts to promote the cultivation of alternative crops and eradicate illicit crops and other drug-related crimes. With funding from the U.S. Embassy Office of International Narcotics and Law Enforcement, the ATCs were established by the UNDP Pakistan Rule of Law Programme in partnership with the Sustainable Development Unit of the Planning and Development Department (P&DD), Khyber Pakhtunkhwa, in the districts of Bajaur, Khyber, Mohmand, and Torghar. These centers will facilitate the training of the local farmers on the cultivation of alternative crops in the merged districts, where the cultivation of poppy predominates. Alternatively, crop cultivation will create opportunities for income diversification, gradually diminishing the prevalence of any illicit activities associated with narcotics in Khyber Pakhtunkhwa. The training at ATCs will include skill-building sessions on timely land preparation, planting, weeding, irrigation, harvesting, storage, and marketing. These training centers, especially through modern technologies, can improve how farmers in these areas receive, exchange, and utilize information. The farmers will also be connected with enterprises for long-term income and job opportunities. Ms. Lori Antolinez, Director, U.S. Embassy Office of International Narcotics and Law Enforcement, Mr. Muhammad Jawed Marwat, Khyber Pakhtunkhwa Secretary of Agriculture Department, and Dr. Samuel Rizk, UNDP Resident Representative joined the event to celebrate the successful completion of the $975K project. In his address, Mr Muhammad Javed Marwat, Secretary Agriculture Department, extended his gratitude to UNDP Pakistan and the U.S. Embassy Office of International Narcotics and Law Enforcement for their unwavering support. At the event, the U.S. Embassy Office of International Narcotics and Law Enforcement Director, Ms Lori Antolinez said, “Through these training centers, these farmers and their families can take pride in developing new skills, producing lucrative crops, and, even more importantly, building a more secure and prosperous Pakistan. ” UNDP Pakistan Resident Representative, Dr. Samuel Rizk highlighted the U.S. Embassy Office of International Narcotics and Law Enforcement’s pivotal role in developing sustainable alternate livelihood solutions in the merged areas, “We appreciate the U.S. Embassy Office of International Narcotics and Law Enforcement’s collaboration and funding to build the first-ever Agriculture Training Centers in the merged districts. These centers will promote the cultivation of alternative crops as a sustainable source of income generation for many individuals and communities. Over time, these centers will not only reduce drug-related crime but will also improve the quality of life of those living in the merged districts of Khyber Pakhtunkhwa, paving the way for inclusive, dignified, and sustainable development.”

THE UN SECRETARY-GENERAL MESSAGE FOR THE INTERNATIONAL DAY OF POLICE COOPERATION Dr. Jassim Taqui DG, Al-Bab Institute for Strategic Studies
Islamabad September,7 2023, On this inaugural International Day of Police Cooperation, I wish to commend law enforcement from around the world for their dedication to peace, security and justice. By sharing best practices, intelligence, and resources, police forces enhance our collective ability to confront crime, ensure safety and prevent conflict. The principles that underpin police cooperation – accountability, transparency, and respect for diversity – are essential to renewing a social contract anchored in human rights. Community-oriented policing that emphasizes outreach and local solutions helps to build trust and improve safety. Today, we also highlight the invaluable impacts of women in policing. Women’s participation promotes access to justice for all, including for victims of gender-based violence, who may be more likely to seek help from women officers. Police must reflect the diverse societies they serve. The United Nations supports Member States in ensuring that women are equally represented in all functions, including as leaders, of the police workforce. Together, let us promote cooperation, foster gender equality and build a safer future for everyone.

Remarks by U.S. Deputy Chief of Mission Andrew Schofer at the “USPWC-Paklaunch Women’s Economic Accelerator” Startup Competition Winners Event Dr. Jassim Taqui DG, Al-Bab Institute for Strategic Studies
Islamabad September,7 2023, Good afternoon, distinguished guests, colleagues, and friends. As-Salaam-o-Alaikum! To the vibrant start-up community of women entrepreneurs we celebrate today -- you are Pakistan’s future. We are incredibly proud of you. It is my honor to join you for the grand finale of the “USPWC-Paklaunch Women’s Economic Accelerator” pilot startup competition. One of the United States’ top priorities is promoting inclusive economic growth. The U.S. Mission to Pakistan is proud to sponsor the USPWC-Paklaunch program, which aims to increase the participation of diverse leaders – notably, women -- in Pakistan’s entrepreneurial sector. Pakistan has immense potential. You have a young, educated population. Your geography connects you with some of the most dynamic and rapidly growing markets in the world. While Pakistan has historically relied on industries like textiles and agriculture to drive its economy, it needs innovation and technology to become more globally competitive. Entrepreneurship will drive Pakistan’s economic growth. You are central to creating jobs, and to advancing education for all – regardless of gender, class, religion, or ethnicity. With the right support and resources, Pakistani entrepreneurs will bring new ideas and products to market, disrupt old systems, and create new opportunities. As our finalists know, entrepreneurship is never easy. It takes hard work, dedication, and smart risk-taking. It means stepping out of your comfort zone, facing the possibility of failure, and pushing through obstacles that may seem insurmountable. But those who persevere can reap tremendous rewards. We are excited to see Pakistan embracing its entrepreneurs. And this support needs to be paired with policies that provide access to capital, mentorship, training, and networking opportunities—specifically, policies aimed at removing bureaucratic hurdles that stifle innovation and make it harder for start-ups to get off the ground. I’ve enjoyed getting to know the 15 accelerator finalists and hearing your ideas for bringing innovation to Pakistan. For example: • The Digital Academy for Pilots is not only a first for Pakistan, but in the world! With personalized schedules, languages, budgets, and instructors, this has the potential to revolutionize your aviation education. • Agventure is aiming to bring the highest quality seeds and advice to the agriculture sector, a critical component of Pakistan’s economy. • And the Climate Crunch Platform that harnesses the collective strength of individuals and businesses to concentrate actions and collaborations to address climate change impacts. Today’s finalists have brought incredible innovation, courage, and creativity to this competition, with pitches that respond to real-life issues facing Pakistanis. Getting to this point has taken a lot of hard work and determination. It’s been an extremely competitive process. We hope that you are as proud of yourselves as we are of each and every one of you. In just a few moments, we will announce the top three founders who will be showcased through the U.S. State Department and Paklaunch platforms and receive one-on-one mentoring from Paklaunch and AWS, preparing them for potential investors and clients. All 15 finalists will also receive $5,000 credit for Amazon Web Services. And for all the teams, we hope that the investment you have made in this program, the guidance and mentorship you received, and the skills you’ve developed will continue to challenge and inspire you to develop new ideas and business plans going forward. I want to acknowledge the U.S.-Pakistan Women’s Council and its partner, Paklaunch, for their great work organizing the Women’s Economic Accelerator and the finale pitch competition. And thank [s to] our host, the National Science and Technology Park. Congratulations again to the winners, and all of the finalists on your impressive achievement. We wish you the very best success, now and in the future.
