May 23, 2024 U.S. and Sindh Government Launch $9 Million Initiative to Combat Tuberculosis in Pakistan  Karachi, May 23, 2024 – U.S. Ambassador to Pakistan Donald Blome, and Sindh Minister for Health and Population Dr. Azra Fazal Pechuho launched a collaborative initiative aimed at addressing tuberculosis (TB), a significant health challenge in Pakistan. This joint effort between the United States and Pakistan signifies a crucial step forward in combating this disease. Funded by the U.S. Agency for International Development (USAID), the newly launched program, named the Tuberculosis Local Organization Network (TB-LON), is an investment of $9 million over five years. Its primary goal is to provide expert guidance and resources for Pakistan to effectively tackle TB. Through direct engagement with affected communities and individuals, the program will tailor solutions to meet specific needs. TB-LON will treat more TB cases in Sindh and significantly reduce the number of people affected by the disease. United States Inaugurates Cleantech Investment Roadshow in Karachi

Karachi, May 22, 2024 – Today the U.S. Ambassador to Pakistan Donald Blome inaugurated the second Investment Roadshow, supported by the U.S. Agency for International Development (USAID). Fourteen innovative companies in the clean technology sector showcased their work at the roadshow, promoting private sector investment in sustainable and viable clean energy solutions. Organized by the USAID-funded Pakistan Private Sector Energy (PPSE) Project, the event sought to catalyze investment in commercially viable clean energy projects and help businesses access critical financing. Since its inception, PPSE has mobilized over $30 million for projects focused on clean energy, e-mobility, and energy efficiency. "Expanding clean energy requires a supportive environment, which is why the United States continues to work with Pakistan on developing a stronger investment climate,” said Ambassador Donald Blome, adding that “investing in clean energy and low-carbon technologies is crucial for Pakistan to achieve its renewable energy goals." Sindh Secretary for Environment, Climate Change, and Coastal Affairs Dr. Nabeela Umer, echoed Ambassador Blome's remarks, emphasizing the importance of U.S. support for Pakistan’s energy transition. As you just heard, more encouraging developments are on the horizon. Amid shared global challenges such as climate change, resource scarcity, and environmental degradation, Pakistan’s cleantech sector stands out as an example of real innovation.  This sector is vital for creating sustainable solutions that not only mitigate environmental impact but also unlock new opportunities for economic growth and prosperity.  Investing in clean energy and low-carbon technologies is crucial to achieving the government's ambitious renewable energy goals.  These investments will not only reduce greenhouse gas emissions, but also mitigate the long-term effects of climate change. Green growth requires a supportive policy and regulatory environment, which is why we continue to support improvement in those areas.  We commend the Pakistani government’s reform initiatives, such as efforts to develop a wholesale competitive energy market.  I urge you to stay engaged on this priority because market development will bring more opportunities for private investment and leadership, and competition will fuel market growth. Joint Statement of the U.S.- Pakistan Counterterrorism Dialogue

Friday, Department of State Coordinator for Counterterrorism Ambassador Elizabeth Richard and Pakistan’s Additional Foreign Secretary for the UN and OIC Ambassador Syed Haider Shah co-chaired the U.S.-Pakistan Counterterrorism Dialogue. The Counterterrorism Dialogue underscores the cooperation between the United States and Pakistan in addressing the most pressing challenges to regional and global security, including Tehreek-e-Taliban Pakistan (TTP) and ISIS-Khorasan. Discussions centered on the counterterrorism landscape in the region, with a focus on areas of mutual interest. U.S. and Pakistani senior officials emphasized the importance of expanded counterterrorism collaboration and capacity building, including exchanges of technical expertise and best practices, investigative and prosecutorial assistance, provision of border security infrastructure and training, including the United States training of more than 300 police and frontline responders since the last U.S.-Pakistan Counterterrorism Dialogue in March 2023, and strengthening multilateral engagement such as in the UN and the Global Counterterrorism Forum. The United States and Pakistan recognize that a partnership to counter ISIS-Khorasan, TTP, and other terrorist organizations will advance security in the region and serve as a model of bilateral and regional cooperation to address transnational terrorism threats. Both governments resolved to increase communication on these topics and continue collaboration to detect and deter violent extremism through whole-of-government approaches. The Counterterrorism Dialogue reaffirms the United States’ and Pakistan’s shared determination to contribute to both regional and global security and stability.

I want to thank Federal Secretary Mr. Mohyuddin Ahmad Wani for joining us – for your insightful words and all your work to support the education foundation and all of our educational efforts. I also want to thank Rita, Mazhar, and the entire U.S. Educational Foundation in Pakistan (USEFP) and Pakistan-U.S. Alumni Network (PUAN) teams. You have not only organized what I am sure will be a great conference, but also continue to engage U.S. exchange alumni – like those here today – in creative and innovative ways. Thank you for your years of partnership and support. And of course, thanks to all of you, our distinguished Humphrey alumni. Each of you was chosen for this conference because you demonstrated a commitment to social responsibility - the theme of our conference. You are making your communities, Pakistan, the United States, and the world a better place. Through your work and as a part of this community, you are a bridge between Pakistan and the United States, deepening our mutual understanding and advancing our shared goals. Along with the other 44,000 PUAN members from dozens of other U.S. exchange programs, you are helping to address some of the world’s biggest challenges – from tackling climate change and preventing social conflict to championing equal rights and promoting public health, each of you is making a difference. In January, I had the honor of sharing a PUAN stage with Humphrey alumnus Dr. Muhammad Amjad Saqib, who, as you all know, established Akhuwat. Through his groundbreaking microfinance programs, he and his teams have supported more than 5.2 million Pakistanis living in poverty, increased access to education for children throughout the country, and established a socially responsible microfinance model that serves as an example to countries worldwide. Another Humphrey alumnus, and a champion of human rights, Ramesh Jaipal escaped forced child labor, earned a Humphrey fellowship, studied law and human rights at American University in Washington, and is now leading the fight for equal rights for religious minorities, including by drafting the first Pakistani Hindu Marriage Bill in 2017. Just last month, I had the honor of speaking alongside Muhammad Atif, our 2023 Distinguished Humphrey Alumnus, at the first PUAN Accessibility and Inclusion Job Fair. And since his Humphrey fellowship, Atif has not only successfully advocated for the rights of persons with disabilities across Pakistan, but has become a global leader for that cause. These are just a few of the remarkable Humphrey alumni stories. Each of you brings your own successes and your own stories to this conference and your communities. I hope this weekend is an opportunity to learn from one another, to celebrate one another’s accomplishments, and continue to collaborate as a Humphrey and PUAN community. World Press Freedom Day Each year on World Press Freedom Day, the world celebrates the importance of journalism and recognizes the integral role a vibrant, independent media plays in democratic societies. The free flow of accurate information, ideas, and opinions, including dissenting ones, is essential for transparent, responsive, and inclusive governance. In their pursuit of truth, journalists face unprecedented danger just for doing their jobs. More journalists were killed in 2023 than in any year in recent memory. Authoritarian governments and non-state actors continue to use disinformation and propaganda to undermine social discourse and impede journalists’ efforts to inform the public, hold governments accountable, and bring the truth to light. Governments that fear truthful reporting have proved willing to target individual journalists, including through the misuse of commercial spyware and other surveillance technologies. On World Press Freedom Day, we call on every nation to do more to protect journalists, and we reiterate our unwavering support for free and independent media around the world. ###

APRIL 30, 2024 Islamabad: In a display of support for Pakistan ahead of the highly anticipated T20 Cricket World Cup 2024, U.S. Ambassador Donald Blome hosted the Pakistan National Team Cricket players for a meet-and-greet at the U.S. Embassy in Islamabad on April 29. The Ambassador welcomed the national team players and accompanying Pakistan Cricket Board Chairman Mohsin Naqvi at his residence and extended his best wishes to the players for their upcoming T20 Cricket World Cup matches in the United States. In dual gestures of sports diplomacy, Ambassador Blome presented the team members with a commemorative embassy cricket ball and autographed softball bat; the Pakistani team reciprocated by presenting the Ambassador with a signed cricket bat and team jersey. The Ambassador then participated in an impromptu cricket demonstration with members of the National Team. The United States is set to make history this June by hosting the T20 Cricket World Cup for the very first time. Adding to the excitement, both Pakistan and the United States have been slated to play within the same group stage and will compete in a highly anticipated matchup scheduled for June 6.

Montgomery: The United States and Pakistan held an intersessional meeting under the Trade and Investment Framework Agreement (TIFA) on April 25. U.S. and Pakistani officials discussed a broad range of areas to enhance the bilateral trade and investment relationship. The dialogue focused on good regulatory practices, digital trade, the protection of intellectual property, women’s economic empowerment, labor, textiles, investment, and agricultural issues, which included progress on access for U.S. biotechnology products and beef. Coming on the heels of Finance Minister Muhammad Aurengzeb’s visit to the United States, engagements like the TIFA are key to moving forward on our shared goals of deepening the economic bilateral relationship and furthering the prosperity of working people in both countries. The United States has long been Pakistan’s largest export market, with potential for further growth. In 2023, the United States imported $5 billion in Pakistani goods, while overall, U.S.-Pakistan goods trade measured $7 billion. The United States has also been a leading investor in Pakistan for the past 20 years and more than 80 U.S. companies currently operate in Pakistan, supplying high quality goods to the Pakistani market and employing hundreds of thousands of Pakistanis.

As-prepared Remarks by U.S. Ambassador Blome at the Inauguration Ceremony of Balochistan Police Training College

Balochistan House Islamabad AMBASSADOR BLOME: A-Salaam-o-alaykum and good afternoon. Thank you, Chief Minister and Inspector General, for your hospitality and your thoughtful remarks. Today, we celebrate the inauguration of the new Police Training College campus in Quetta, a four-year, $5.35 million dollar partnership funded by the U.S. Embassy’s International Narcotics and Law Enforcement Section. The seven new and four renovated buildings not only triple the Police Training College’s capacity, but they also ensure new recruits and officers will receive the high-quality, skills-based training they need to deploy in some of Pakistan’s most challenging areas. With the completion of this new facility, the men and women trained at PTC Quetta will be far better prepared than their predecessors to address the tremendous risks and challenges they face every day in the line of duty. In addition, we have scheduled delivery of $900,000 worth of radio communication equipment and 35 mine detectors, and recently provided $700,000 worth of vehicles and $195,000 worth of blast suppression equipment, all of which will greatly enhance operations and security across the province. Beyond this training center, we have helped Pakistan secure its borders, fight narcotics trafficking, and combat terrorism. INL has provided lifesaving protective equipment, improved law enforcement training curriculum, built and upgraded police stations, and helped ensure gender-inclusive policing. Taken together, these actions make Pakistan safer, stronger, and more secure. I want to recognize the special effort to recruit more women police, create gender desks in police stations, and increase facilities to serve women and underserved communities. Last year, Balochistan Police officer Zarghoona Manzoor was recognized for a worldwide leadership award at an international conference for women police. Zarghoona, formerly a stay-at-home mother, joined the force after her husband was killed serving in the Balochistan Police. She now leads Balochistan’s first women’s police station. Women officers like Zarghoona improve the entire force’s operational effectiveness and efficiency and enhance the quality of service offered to all Pakistanis, especially those from underrepresented communities. I am impressed by Balochistan’s success in attracting almost 20 percent women in a recent recruiting drive, and the number of policewomen in service has doubled since 2022. PTC-Quetta’s new facilities for women police recruits will enable further progress toward realizing this vision. Inspector General, I commend your personal leadership in this area. I would be remiss if I did not highlight that our partnership extends beyond security cooperation. We are committed to working with Pakistan to address the economic, environmental, and energy challenges of our time. INL-funded the solarization of seven of PTC Quetta’s buildings, as well as the solar-powered lights on walkways inside campus, and on the campus’ boundary wall, which align with our broader efforts through the U.S.-Pakistan Green Alliance Framework to promote clean, renewable energy and climate resilience. In closing, I would underscore that all the work our countries do together – on trade, investment, clean energy, education, and climate change – is predicated on a solid foundation of security and rule of law. We are proud of this partnership. It is making demonstrable progress in strengthening Pakistan’s ability to protect and secure its borders and provide safety and security for its citizens. And we will continue to stand with you as you work to further strengthen community policing that provides the security environment needed to ensure peace, progress, and prosperity for the Pakistani people. Eidul Fitr carries immense cultural and religious significance for Muslims worldwide, marking the culmination of the holy month of Ramazan, characterised by fasting, prayer, and introspection. In Pakistan, the festival is celebrated with great enthusiasm, as families come together to exchange greetings, share meals, and extend acts of charity to the less fortunate.
