The former Prime Minister ZA Bhutto was facing a grim situation following irregularities in the 1975 elections. The then Opposition leader Maulana Mufti Mahmood, the father of Maulana Fazal- ur- Rehman, exploited the weakness of Bhutto by demanding his resignation and holding of fresh elections.
Mahmood moved quickly and formed PNA. The goal was pressing implementation of Nizam-e-Mustafa (the rule of Islam) and the resignation of Bhutto.
Having served as the personal translator of Bhutto, I can say Bhutto was confused and demoralized especially when Mufti Mahmood mobilized all religious parties into a political alliance, Islamic Jemhuri Ittihad or IJI (Pakistan National Alliance or PNA).
When Bhutto refused resigning or holding fresh elections, the PNA started agitation all over Pakistan. In the last stage of agitation, the PNA called for Payya Jamor Wheel Jam. The move devastated Bhutto who started claiming that the CIA was behind financing PNA. Later, he waved in a public meeting in raja bazaar aconfidential letter sent to him by the then US Secretary of State Cyrus Vance.
Undoubtedly, it was Gen. Zia ul Haq who formed the PNA. The objective was to prepare the ground to impose martial law in Pakistan. He succeeded in imposing martial law on 12 July 1977 inthe so-called “Operation Fair Play.”
Gen. Zia ul Haq completely ignored his proclaimed mission of accountability and fair play. He ended hand-in-glove with the corrupt and those involved in drug trafficking and dirty money laundering until his death on August 17, 1988.
Subsequently, civil and military establishment completely forgot about fair play. Gen. Raheel Sharif (2013-2016) revived it. Sharif refused to impose martial law or to fabricate charges against the sitting prime minister though NAB accused him of laundering over $200 billion. Gen. Raheel Sharif, revived Operation Fair Play but could not convince corrupt federal and Provincial Governments to initiate the Operation.
Presently, Gen. Bajwa is perfectly placed to bring Operation Fair Play to its logical conclusion.

Dear readers,

The fifth edition the United Nations Pakistan Magazine for 2016 focuses on United Nations Day, celebrated each October 24, and the Sustainable Development Goals (SDGs). The United Nations General Assembly formally adopted the universal, integrated and transformative 2030 Agenda for Sustainable Development one year ago, along with the 17 SDGs and their 169 associated targets. This UN Day provides an opportunity to reflect on the work we’ve done so far to promote the SDGs in Pakistan and to look ahead at the work yet to be done to achieve them by 2030.

In this edition we present messages from each agency of the UN in Pakistan about the work they are doing to help achieve the SDGs in the country. We also begin a series of interviews with our donor countries to the UN in Pakistan that show how our partnerships are supporting the goals and helping improve the lives of Pakistan’s people. As well, we share a number of articles by UN leaders that demonstrate how we are supporting Pakistan and promoting the SDGs as One United Nations.

We celebrated UN Day by bringing more United Nations information and resources to the Pakistani people by releasing the “United Nations Basic Facts” in Urdu and launching UN Corner bookshelves, and by showing the human stories behind the SDGs through photography. Through efforts like these, we continue to bring the goals to life to inspire the people of Pakistan and the world to strive for a better future.

We also commemorated a number of other important UN observances in the past two months, including the International Day of the Girl Child, World Food Day, World Cities Day, World Habitat Day, and Global Handwashing Day. This edition includes stories about our activities to promote these days and our efforts to promote and achieve the SDGs behind them. And, we continue to share the inspiring real life stories behind the SDGs that show positive changes in people’s lives.

Thank you to the members of the UN Communications Group and the UN Country Team for continuing to help make this magazine possible. I would also like to especially thank the donor countries who contributed to this edition for their collaboration and for their partnerships that will help us achieve the SDGs in Pakistan.

The UN information Center, Islamabad showed on 29 November, 2016 an Australian film, which was hosted by the High Commissioner of Australia Margret Adamson in the UNIC. The UNIC chief Vittorio Cammarota acted as a moderator. The theme is very powerful : Can a violent man change? 

Call Me Dad is an important documentary which opens up the conversation about men’s violence and abusive behaviour.


Call Me Dad is a story about men who have perpetrated, or are at risk of perpetrating, family violence. At stake is the safety of children and partners, the stability of families, and the power we as a society have to intervene. These men struggle to maintain intimate relationships without resorting to abuse, physical or otherwise. We follow these men over several months, as they attempt to change themselves, and heal fragile bonds with their loved ones.

United Nations Industrial Development Organization organized consultative sessions in Islamabad, Lahore & Karachi with the Pakistan Institution of Management (PIM) & the Islamabad Chamber of Commerce & Industries. This session was held to ensure that all parts of society, particularly women, obtain full access to resources and opportunities and to become agents of change in order to contribute to the Sustainable industrial development of Pakistan. This is achieved by organizing multiple policy dialogues on gender responsive policy and regulatory framework, along with launching an Advocacy Campaign on Women in Green Industry.

“Green industry has great potential in enabling women entrepreneurs to become economically independent,” said Esam Alqararah, UNIDO Representative in Pakistan. In his keynote address, he added UNIDO has been working extensively to create a campaign that focuses on green industries, and furthermore, working to bring attention to the gender aspects in green industrial policy development. UNIDO has stressed the need for women to be provided with the opportunity to grow and mould into entrepreneurs. This campaign will work to creategender responsive policy drafts for women entrepreneurs for economic empowerment. This ensures that women’s participation in green industry increases. Also, UNIDO will commission research on and promoting higher recognition of female leadership in the expanding green industry space.

Director of PIM, along with a diverse number of Women organizations, launched the Business Growth Centre for Women in Karachi. This was followed by the launches in Islamabad & Lahore. Mr. Abid Hussain Sabri Congratulated UNIDO’s efforts & ensured the full support of PIM to run Business growth centres. He explained how economies are aligning with a sustainable pathway of growth by undertaking green public investments and implementing policy initiatives that encourage environmentally responsible investments. This is important as women bear the brunt of many challenges related to resources and opportunities, especially because these challenges arise from climate change and environmental degradation. He reiterated PIM’s commitment to support the Women Business Growth Centre (WBGC) launched in PIM’s premises in collaboration with UNIDO & ICCI.

Representatives from UN agencies and the Karachi Chamber of Commerce and Industry discussed the importance of green industries, and how women can play a role in this. They emphasized the need for a campaign that empowers women, coupled with mitigating climate change and promoting clean energy. It was discussed how this campaign is a way forward for innovators and entrepreneurs.

“Entrepreneurship creates positive effects for the country,” said Mr. Tauseef Zaman, Representative of the Islamabad Chamber of Commerce and Industry, “I struggled as an entrepreneur as there are many ups and downs in the business, however, one should stay consistent in order to achieve success.” He appreciated the activities of the programme and agrees that the objectives are far-reaching.

A huge number of participation from women-led organizations, academia, media, & Women’s chambers from other UN agencies also spoke on the importance of this campaign, and how combined efforts from everyone can make this a successful campaign. Ms. Bilquis Tahira from the counterpart organization of ILO spoke on the role ILO has played, and her organization’s support towards Women in Green Industries. She acknowledged her appreciation of the responsibility UNIDO has taken on in this project, and also assured everyone of her organization’s continued support in the future. She mentioned the importance of empowering women through entrepreneurship development, as this is the key to success of our nation. Ms. Mehwish, representative from UN Women, introduced her organization and briefed everyone on the activities of UN Women, especially of the on-going efforts in interior Sind.  She also mentioned UN Women will continue supporting this campaign, and further made a point of her experiences in working with women entrepreneurs in the province of Sind and interior areas, and how this will go a long way in promoting women entrepreneurship in the green industry.


Japan to support polio eradication in Pakistan

Islamabad: 29 Nov. 2016: The Government of Japan, Japan International Cooperation Agency (JICA) and the United Nations Children's Fund (UNICEF) signed today an agreement of Japanese Yen 404 million (US$ 4 million) grant for “the Project for the Control and Eradication of Poliomyelitis”.

This latest grant will support the procurement of 3.9 million doses of the Inactivated Polio Vaccine (IPV) and associated items; sufficient to vaccinate 3.3 million children between 4 to 23 months of age in the highest risk districts of the polio virus in Pakistan.

Speaking at signing ceremony, Senator Ayesha Raza Farooq, Prime Minister Focal Person for Polio Eradication said: “The current polio virus picture for Pakistan is the best ever seen. We are most definitely at a crossroad now - we are close but we will need everyone’s commitment to reach our goal. I take this opportunity to extend the appreciation and gratitude to Government of Japan for its unwavering support to Pakistan’s effort to reach every missed child, and to end polio forever”.

H.E. Takashi Kurai, Ambassador Extraordinary and Plenipotentiary of Japan to Pakistan was optimistic about headway in polio control. “We are hopeful that the use of IPV in vaccination campaigns will ensure any emerging immunity gap among the new born and other children younger than two years in areas that continue to harbour the polio virus is quickly closed”,  said the Japanese Ambassador

Mr. Yasuhiro Tojo, Chief Representative, JICA in Pakistan said “There has been real progress in reducing the number of new infections in Pakistan. Now is the time to make the final push to eradicate polio. We hope this investment will ensure future generations will no longer have their lives blighted by this crippling disease”.

Ms. Cristian Munduate, Deputy Representative of UNICEF Pakistan says “Japan is a time-honored and trusted supporter of the children of Pakistan. UNICEF is thankful to Government and people of Japan for their generous contributions to Pakistan Polio Programme. This grant represents a major commitment by Japan to the health of children in Pakistan”, she said.

Pakistan is making significant progress in the fight against polio. Last year, Pakistan achieved an 82% reduction in the number of children paralyzed by polio down to 54 cases compared to 306 in 2014. During the current year Pakistan has shown further improvement by bringing down the number of cases from 45 in November 2015 to 18 so far in 2016.


The Government of Japan has supported the Polio Eradication Initiative in Pakistan since 1996. Approximately JPY 23 billion (US$ 216.53 million) has been delivered to date, for procurement of oral polio vaccine (OPV) and Inactivated Polio Vaccine (IPV), strengthening vaccine management and cold chain system. 

Pakistan’s Polio Eradication Programme has added inactivated polio vaccine (IPV) to vaccination campaigns in 2016 in the highest risk districts of Sindh, Balochistan, Khyber Pakhtunkhwa and some agencies of FATA to boost individual immunity of children. In 2015 it was introduced into the routine schedule across the country as well. Combining OPV and IPV provides stronger protection against polio. 

Polio (poliomyelitis) is a highly infectious disease caused by a virus mainly affects children under 5 years of age. It invades the nervous system, and can cause total paralysis in a matter of hours. The virus is transmitted by person-to-person spread mainly through the faecal-oral route or, less frequently, by a common vehicle (for example, contaminated water or food) and multiplies in the intestine.

ISLAMABAD: The new Country Representative of the United Nations World Food Programme (WFP) in Pakistan, Finbarr Curran, has officially presented his credentials to the Government of Pakistan at the Ministry of Foreign Affairs. Receiving the credentials was Aizaz Ahmad Chaudhry, Secretary Foreign Affairs.

“I am very pleased to being joining the Pakistan team at a time when WFP is transitioning its work towards recovery and development programmes and enhanced policy and technical expertise to federal and provincial governments, in support of the Sustainable Development Goals,” said Curran. “As a partner of almost half a century, WFP Pakistan remains committed to supporting the government as it shifts its focus to improving nutrition and disaster risk management throughout the country.”

Curran, a Fellow of the Irish Institute of Chartered Accountants, has 30 years’ experience with the humanitarian world, the last 20 with WFP. Before assuming his post in Pakistan, he was the Director of Budget and Programming based at WFP’s headquarters in Rome. Under his direction, the budget office transformed organizational accountability and efficiency by focusing on operational and financial planning based on anticipated resourcing levels of USD 5 billion, rather than simply on needs, as well as rationalizing and expanding WFP’s advance financing tools (now USD 1 Billion).

During his time at WFP, Curran has also been the Director of Procurement, Country Director Dubai and WFP’s first Chief Information Officer (CIO).

Prior to joining WFP, Curran worked in the private sector in Ireland and the UK, and spent 3 years in Zimbabwe as an advisor to the largest semi-state organization.  He also worked in Ethiopia, Kenya and Dubai.


“Finbarr brings many years of diverse management and operational experience with him,” noted David Kaatrud, Regional Director, Asia & the Pacific Bureau, “which will benefit WFP Pakistan greatly in supporting national efforts to improve food security and nutrition, and achieve the Sustainable Development Goals.”

In Pakistan, WFP implements a variety of programmes to support the Government’s priorities in addressing malnutrition and stunting, relief, education for children, livelihoods and disaster risk management. In 2016, WFP Pakistan has assisted more than 2.5 million people through its programmes.

“I look forward to working with all levels of the Government and civil societies, as well as with our sister agencies, to achieve Zero Hunger in Pakistan.” said Curran.

WFP is the world's largest humanitarian agency fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. Each year, WFP assists some 80 million people in 80 countries.

A lessons learnt ceremony has revealed that Jacobabad’s residents understand and are willing to address their water, sanitation and hygiene needs in a sustainable manner. This is evident from their willingness to pay for safe drinking water and other basic services after successful campaigning and the creation of City Forum which demands efficient provision of safe, reliable, and easily accessible WASH services to the communities in the city. However, capacity development of service providers remains an essential area to further work on. It was highlighted that behavior change campaigns, social mobilization, and extensive capacity building exercises, when combined in one project can serve as an effective formula to address the water, sanitation, and hygiene needs of a city’s residents. The findings were revealed after the successful completion of a project that seeks to mobilize communities to improve Water, Sanitation, and Hygiene (WASH) services in Jacobabad city. It is a collaborative effort between UNICEF, UN-Habitat, and WaterAid, with funding from USAID, which aims to support the Government of Sindh in taking necessary steps to ensure the effective running of the Municipal Service Development Programme (MSDP) by taking public’s opinion into account in devising necessary actions. 

The project brought forth interesting recommendation that the base tariff for water charges should not be kept higher than PKR 500, while overall charges should be divided into three specific quartiles reflecting people’s willingness to pay. It further proposed that along with public sector efforts to provide solid waste management services, a public-private-partnership model should be developed to involve the community in this drive to improve lives in the city of Jacobabad. Capacity building of service providers to meet the increasing demands of residents in service delivery, basic services interventions, hygiene and sanitation products, and innovative approaches, however, is an area requiring further support.

As the program is aimed at strengthening and supporting the Government of Sindh through MSDP, the Program Director MSDP, Mr. Khalid Hyder Shah while commending the project’s efficacy stated that “The MSDP program aims to improve lives of the people of Sindh by developing and upgrading the water, sanitation, hygiene, and solid waste management structure. The initiative helped us not only strengthen our structure but also ensure that people’s opinion was taken into account. The findings of this project are critical to designing an effective and sustainable municipal services delivery mechanism.”

Bella Evidente, Country Programme Manager - UN-Habitat said in a press statement, “UN-Habitat takes pride in its people-centric approach in developing urban WASH initiatives such as this one which aims at sustainable, efficient and equitable management of WASH services through taking people’s opinions into account and developing responsible social mobilization and behavioral change communication campaign for the public while also focusing on building the capacity of the service providers to meet the ever-increasing needs of a city’s residents.”
Thewodros Mulugeta, OIC/ Chief of WASH UNICEF said that “rapid and unplanned urban growth threatens sustainable development when the necessary infrastructure is not developed or when policies are not implemented to ensure that the benefits of city life are equitably shared. We have made certain modifications while testing the urban variant of Pakistan’s Approach to Total Sanitation in Jacobabad ensuring community’s participation and thus ownership”. He added that the “Programme generated enough evidence and value to be replicated to achieve the desired results in other small towns in Sindh.”


Siddiq Ahmed Khan, Country Director WaterAid Pakistan said in a Press Statement, “we see value for money in complimenting installation of WASH facilities with soft interventions that includes social mobilization and behavior change campaigning”. People knowing their rights can hold service providers making accountable and at the same time the right holders also know their responsibilities, that is a major challenge for local municipalities. This initiative helped in presenting an urban WASH development model for medium to small towns for inclusive planning and implementation. I believe that learnings of this project would bring new dimensions in Urban WASH Improvement for its wider replication in other intermediate cities of Sindh province.

Islamabad – November 28, 2016:  In honor of the 16 Days of Activism against Gender-Based Violence, the American Embassy will be lit with orange lights for several nights.
  
“During my time in Pakistan, I have met many inspiring and energetic Pakistani women and men who are advocating for the rights of women and minorities,” said Ambassador Hale.  “The 16 Days campaign reminds us that every one of us has a role to play in ensuring we all live and work in safe environments, with full access to educational and economic opportunities.  Protecting and advancing these rights benefits not only women and minorities, but society as a whole.”

The Center for Women’s Global Leadership at Rutgers University in the United States launched the 16 Days of Activism against Gender-Based Violence campaign in 1991.  The annual campaign runs from the International Day for the Elimination of Violence against Women on November 25 to International Human Rights Day on December 10.  The campaign’s timing symbolically links the prevention of violence against women with broader human rights issues.

The American Embassy supports women’s rights in Pakistan through a wide range of programs, including the U.S. Agency for International Development’s Gender Equity Project and a new partnership with the Women Win organization to empower adolescent girls to exercise their rights.

The Human Rights through Cinematography Film Screening-“ Casablanca Calling was shown by UN Information Center. A large number of cinemagoers , NGOs and students attended the show. The UNIC chief Vittorio Cammarota acted as a moderator.
Plot:
Casablanca Calling is an intimate portrait of three Morchidat, female religious preachers, based in Morocco.
Their stories illustrate a society in transition and a mission to educate a nation. They preach the virtues of tolerance, compassion and equality.
Karima is young and outgoing; in the capital Rabat, she relishes working with young people. Bouchra is a powerhouse of energy working in Larache in the north, where she is determined to change the culture of misogyny and champion girls’ education. Hannane is warm and compassionate, working to explain the true teachings of Islam and expose superstition, misinterpretation and blind adherence to tradition.
In this film, we follow these three Morchidat as they work in mosques, schools and prisons around the country.
