Pakistan-India: Avoiding A Water War

The 12-articles 1960 Indus Water Treaty on sharing the Indus Water is a perfect one. It has addressed all bilateral issues and put a mechanism to resolve difference on the interpretation of these articles. It is permanent in nature since it cannot be abrogated except by the consent of both parties. However, the Prime Minister of India has recently threatened to abrogate unilaterally the treat. This is tantamount to declaring war against Pakistan. If things are deteriorated to that extent, a water war between the two countries might erupt with a potential of developing into a nuclear war. Hence, both countries should resolve the water issue between them through peaceful means. Pakistan should also raise the Indian violation of the World Bank - negotiated treaty in international fora since the statement of Modi on depriving Pakistan of its legitimate share of water is a violation of the international law and the UN 1992 and 1997conventions on the issue.

The above are the highlights of a lecture delivered by the eminent lawyer and former Law Minister Ahmer Bilal Soofi. He was a guest speaker of ISSI’s Distinguished Lecture Series 2016.
