Water scarcity on the rise in Sindh; over 1 million people fall below emergency level threshold

Karachi: 75% of the population in zones dependent on local rainfall for crop and livestock production lacked the resources to cover basic survival and livelihood protection needs. In short, an estimated 1,101,623 people fell below emergency-level thresholds.

This was revealed in two reports launched by Food and Agricultural Organization (FAO).  European Civil Protection and Humanitarian Aid Operations (ECHO) funded these reports.

The “Household Economy Analysis (HEA)” and the “Sindh Drought Needs Assessment (SDNA)” reports were presented at a ceremony held in Karachi.

Where the HEA report covers the period up June 2015 , the SDNA reveals that 2013-2015 drought has increased water scarcity in Sindh province, causing large reductions in yields and abandonment of cultivation altogether in the most drought-affected zones.

Thanking FAO for the opportunity to participate in the survey, Mr Zafar Iqbal, Director National Disaster Management Authority (NDMA) stretched out the key responsibility of the Provincial Disaster Management Authority (PDMA) in preparing the communities and responding to emergencies and disasters. He also said NDMA‘s role was to strengthen and support PDMAs in taking care of their responsibilities.

The reports highlight the three categories of households that have clearly suffered from the drought:  pastoralists (livestock breeders) who have lost up to two- thirds of their animals and their income. Sharecroppers, particularly in the West zone,  have also been forced to seek alternative livelihoods. They were already among the poorest of households and then there are agricultural laborers particularly women laborers who have been hit with dwindling labor opportunities.

Mr. Nasar Hayat, Assistant Country Representative FAO, speaking at the ceremony said: “The drought affected communities need our assistance to cope with the adverse effects of the drought that are still present and persistent. The most vulnerable groups are the landless households, the sharecroppers, and the smallholders, as well as the medium the land -holders in the most vulnerable zones.”

These reports recommend that households in the vulnerable zones should be the priority of drought-mitigation interventions.

In this connection, Mr. Aleem Lashari , Director PDMA Sindh who was present at the ceremony pledged  to make use of  and exploit as much as possible the outcomes of the SDNA and HEA reports to build up the preparedness of PDMA.

Representatives from FAO, WFP, OCHA, Bureau of Statistics Sindh, Sindh Agriculture and Livestock departments, NHN, PHF, and ECHO attended the ceremony.

Sindh Drought Needs Assessment (SDNA) was carried out to understand drought and its impacts on various sectors including livelihood, food security, nutrition, health, water, and sanitation in Sindh whereas the objective of the Household Economy Analysis (HEA) field assessment was to assess the impact of the 2013-2015 drought on local livelihoods in some of the worst drought affected districts of Sindh Province.  The results of these reports will assist the stakeholders, the Government of Pakistan, the Government of Sindh, national and international humanitarian actors to improve the decision making and desi

Following the decision of the Rabita Committee (RC) to dump the MQM Supremo Altaf Hussain (AH), the Government approached the British authorities including Scotland Yard with evidence that AH was involved in sedition. The interior Minister Ch. Nisar Ali also collected evidence against AH to take legal action against him as per the relevant articles of the Constitution that deal with the issue of sedition and punishment.

The British Government is asked, “Enough is enough,” now it is time for action. The MI-6 has to stop this game against Pakistani people especially the Karachiite.

Undoubtedly, no other nation has been targeted any other nation with a gross interference in its internal affairs the way the MI-6 is doing with Pakistan.

The LEAs are also deliberating the reaction of AH. Given his mental state, it is highly improbable that AH to behave in the way he did hours after he was dumped by RC. It shows that he received instructions from his mentors, especially MI-6 and Indian RAW.

Clearly, MI-6, RAW, and other hostile intelligence agencies are not in a mood to give up their scheme of creating in Karachi and subsequently in all over Pakistan the so-called “creative chaos,” a la Arab Spring in 2011.

The scheme is to “sustain the terrorists” in their mission of spreading anarchy in Pakistan, weakening the Armed Forces of Pakistan in their endeavor to build a case against AH and his ilk. The ultimate goal is to seize Pakistan nuclear weapons.

Happily, the Pak intelligence agencies have obtained documentary evidence that condemns AH and his regional and international supporters of being rogue. They are acting in total violation of international laws and the UN Charter.

LEAs are only waiting the opportune time to release the classified documents.

At last, the Rabita Committee (RC) of MQM in Karachi disowned the remarks of Altaf Hussain (AH) against Pakistan and Armed Forces of Pakistan. The step has come up following countrywide uproar and widespread condemnation.

Farooq Sattar has ultimately responded following facing humiliation by AH. He made the RC ridicule by his long speeches he delivered while heavily drunk. AH acted as a clown during his long speeches. He used to abuse all under the sun. He cried live. He sang. He repeatedly resigned and changed his mind after a few hours. He repeatedly ridiculed RC while taking to his followers in Karachi. He humiliated all especially the members of RC.

AH was not that naïve. He was implementing a scheme designed by MI-6 and RAW to spread chaos and anarchy in Karachi and convert the same into a civil war. The rogue elements in MI-6 and RAW were scheming to use AH as their stooge with a mission of making Karachi another Syria.

However, the army foiled the scheme through the Karachi cleanup operation, which is going on since June 2014. Ultimately “minus one formal” has succeeded and RC had no choice but to dump AH.

However, the story does not end here. What is needed by RC is to end MQM crime militia and the so-called “sector commanders,” who have terrorized the people of Karachi since the 1980s.

RC should prove to the nation that its members are serious in their vow to cleanse Karachi of other crime outfits including the militias of Zardari, NAP, Baloch, TTP and the sectarians.

Perhaps the greater loser is AH who acted for a long time as the 007 of the MI-6. The MI-6 is now facing the humiliation of the biggest defeat in its history. For the first time, the 007 has failed the MI-6.

Escalating the state of tension with Pakistan, both India and Afghanistan, with the tacit support of Washington, took a highly provocative stance vis-à-vis Pakistan.

The Indians proclaimed that they would boycott the SAARC conference, which is to be held in Islamabad on 25^th August 2016.

On the other front, the MQM Chief Altaf Hussain initiated army bashing and attack on the media, which exposed his links with RAW and MI-6.

Having failed to destabilize Pakistan through its agents in Balochistan and Karachi, the RAW and MI-6 gave a green signal to MQM to rise again and act in any way. Evidently, the agents failed to win over the sympathy of the civil society. People discarded them and MQM.

The Prime Minister of India Narendra Modi has openly stated he would support terrorists in Balochistan and Gilgit-Baltistan just to show his opposition to the CPEC project. However, the LEAs acted swiftly by registering sedition cases against the RAW-supported terrorist including Brahmdagh, leader of the so-called The Baloch Republican Army (BLA) and Banuk Karima, the leader of Balochistan Student Organization- Azad (BRA). The BLA and BRA are involved in terrorist activities in Balochistan.

India has also declared that it would supply the Afghan Army with weapons including 4 attack helicopters of the type Mi-25. One would ask the Afghan government and US administration as to what has happened to $68 billion of dollars, which were, theoretically, spent on the Afghan armed forces since 2002? Why the Afghan Army prefer aging Russian weapons system over sophisticated American weapons?

Clearly, all these moves including the quartet alliance (India-Iran-Afghanistan-US) are meant to hit Pakistan and sabotage the CPEC.

However, Washington is committing a grave mistake by pushing Pakistan to the wall. Such a move would harm the US national interests because they would compel Islamabad to rely on China and Russia and its tactical nuclear weapons.

The euphoria of the Afghan President he shows whenever, he meets Modi, would not last long. Don’t make a mistake when you deal with India. It would not give a damn to anyone because India would follow its own policy in the region that seeks to marginalize Ashraf Ghani and change him in a mere puppet.

One would also question the policy of Iran, Afghanistan and the United States as to how you morally justify making an alliance with a man who has been condemned by his own people for killing in cold-blood  thousands of Indian Muslims when he was the Chief Minister of Gujarat?

The commemoration of historical events is not simply a cause for celebration. It is also an opportunity to ponder the values and principles that inspired earlier generations and that help build the present and confidently look to the future.

 In this regard, the commemoration of the glorious Revolution of the King and the People is no exception. It is a constantly renewed revolution. Those who carry the torch are completing the mission of generations.


 Besides having deep-rooted national significance relating to the Moroccan citizens’ strong attachment to their King and their sacrifice for the freedom and independence of the homeland, the celebration of this event is also associated with Morocco being part of the Maghreb and of Africa.


 That historical era was characterized by coordination and solidarity between the leaders of the Moroccan resistance movement and the Algerian Liberation Front.


 It was agreed to turn the commemoration of the second anniversary of the Revolution of 20 August into an opportunity to extend the revolution to Maghreb countries. As a result, popular uprisings took place across Morocco and Algeria.


 Moreover, the Moroccan resistance movement provided moral and material support to the Algerian revolution, which, at the time, was facing a fierce campaign by colonial forces seeking to quash it before it celebrated its first anniversary.


 That uprising and that solidarity breathed new life into the Algerian revolution, and the two countries played a major role in the liberation and independence of Africa.


 Today, given the current circumstances facing Arab peoples and the Maghreb region, we are in great need of that spirit of solidarity to enable us to rise to common development and security challenges.


 We hope that the commitment and sincere solidarity, which have always bound the Algerian and Moroccan peoples, will be rekindled so that we may continue to work together, honestly and in good faith, to serve Arab and Maghreb causes and rise to challenges in Africa.



The problems plaguing African peoples today, such as backwardness, poverty, migration, wars, and conflicts, in addition to despair and succumbing to extremist and terrorist groups, is the result of the disastrous policy adopted for decades by colonial powers.


 The latter looted Africa’s resources, stifled the potential of its sons and daughters, mortgaged their future, impeded the continent’s development and sowed the seeds of discord and strife among African countries.


 Despite the extensive damage caused by colonialism, I believe Africa has the means to ensure its development and to take its destiny into its own hands, thanks to the resolve of African peoples and to the continent’s human and natural resources.


 Our decision that Morocco should take its natural place, once again, within the African institutional family, clearly illustrates our commitment to continue supporting the causes of African peoples.


 For Morocco, Africa means more than just being part of a geographical area, or having historical bonds with the continent. Africa also means sincere affection, appreciation, close human and spiritual relations as well as tangible solidarity. Furthermore, Africa is the natural extension of Morocco and the embodiment of the country’s strategic depth.


 This multi-dimensional relationship puts Morocco in the center of Africa; it also means Africa holds a special place in Moroccans’ hearts. For this reason, Africa has been given top priority in Morocco’s foreign policy.


 I believe what is good for Morocco is good for Africa – and vice versa. Theirs is the same destiny. I also believe there can be no progress without stability: either the two go together, or they do not exist.


 Morocco always gives to the peoples of its continent; it does not expect to take from them. Its commitment to African issues and concerns was never made with the intention of exploiting the continent’s assets and natural resources – unlike neocolonialist practices.


 While it is natural that Morocco should benefit from cooperation with African sister nations, my country always makes sure that our cooperation is mutually profitable.


 Morocco does not view Africa as a market for the sale and promotion of Moroccan products, or as a continent for making a quick profit. We see Africa as a forum for joint action, for promoting development in the region, and for serving African citizens.


 In this respect, Morocco contributes, along with other African countries, to the implementation of human development projects and the provision of social services, which have a direct bearing on the lives of people in the region.


 For instance, Morocco does not merely export medicines to Africa; it also makes sure to set up pharmaceutical companies and healthcare centers.


 It develops infrastructure, builds vocational and technical training centers and implements projects that offer steady jobs and income – such as fishermen’s villages – and those support smallholders and encourage the preservation of ecosystems.


 A case in point is the project for the protection and development of Cocody Bay, in Abidjan, within the framework of a unique model of cooperation between the relevant public institutions in Morocco and Cote d'Ivoire, with the effective involvement of private sector operators from both countries.


 This integrated, solidarity-based vision which underpins Morocco's relations with African sister nations requires all the stakeholders that we have invited to take part in this endeavor to shoulder their responsibility and to fulfill their obligations in order to maintain Morocco’s credibility.


 For us, Africa is not about goals and objectives; dealing with Africa involves a commitment towards the African citizen, wherever he or she may be.


 We attach as much importance to improving the livelihood of Africans in their countries as we do to African migrants in Morocco. As a result, they do not suffer the same hardships endured in many parts of the world.

Morocco was one of the first countries of the South to adopt a genuine solidarity-based policy regarding sub-Saharan migrants. This integrated policy, which is rooted in humanitarian values, is designed to make sure migrants’ rights and dignity is safeguarded.


 As part of the implementation of this policy, my country has, without any arrogance, pomposity or discrimination, regularized the situation of migrants using fair and reasonable standards. It has provided the conditions needed for migrants to reside, work and lead a dignified life within our community.


 This is hardly surprising on the part of Moroccans, considering the way they always treat their guests. Generosity, hospitality and the warmth of their welcome have long been deep-rooted features of our identity and culture.


 Our African brothers and sisters are facing some difficulties in Morocco. However, these difficulties have nothing to do with the color of their skin, their nationality or their status as migrants. They enjoy the same rights.


 I am deeply satisfied to note that migrants are hardworking people, who are known for their good behavior, their commitment to the rule of law and their respect for Moroccan values and sanctities.


 Let me add, in this regard, that we are only fulfilling our duty towards these people, whose circumstances have led them to risk their lives and leave their families and homeland.


 This humanitarian policy has earned Morocco the honor of co-chairing, alongside Germany, the Global Forum on Migration and Development for 2017-2018.


 Morocco, which has long rejected the methods adopted by some to address migration issues and which has turned out to be a failure, is proud of what it is doing in terms of receiving and integrating migrants. It will keep up this practical, humanitarian approach.


 As for those who criticize Morocco, or dare to disparage my country, they have yet to provide migrants with something – if only a fraction of what we have offered.


 I regret that a distorted approach to migration issues was adopted in the Mediterranean. As a result, there has been no real policy to integrate migrants.


 All that migrants have been offered are job opportunities, but with near to impossible requirements which very few of them can meet.





The entire world is talking about migration and the tragedies migrants have to endure.


 The situation is further compounded by the spread of the phenomenon of extremism and terrorism, and by attempts to link it – rightly or wrongly – to migrants, especially in Europe.


 In this respect, I wish to call on Moroccans living abroad to remain firmly committed to their religious values and to their time-honored traditions as they face up to this phenomenon which has nothing to do with their culture or background.


 I also urge them to maintain their good reputation, to show forbearance in these trying circumstances, to close ranks and to be, as always, staunch advocates of peace, concord, and co-existence in their country of residence.


 I realize how difficult the situation is for them. They suffer from the distortion of the image of Islam; they also suffer from terrorist attacks, which have already claimed the lives of many of them.


 Our community abroad also suffers from the backlash of terrorist activities and from accusations leveled against them, by some, because of their faith.


 Naturally, I strongly condemn the killing of innocent people. Killing a priest is forbidden by religion; murdering him inside a church is unforgivable madness, for he is a human being and a religious man – even if he is not a Muslim. Islam commands us to take good care of the people of the Book. The Almighty says, “We make no distinction between one and another of His apostles". He also said, “But it is righteousness to believe in Allah and the Last Day, and the Angels, and the Book, and the Messengers."


 Those who engage in terrorism, in the name of Islam, are not Muslims. Their only link to Islam is the pretexts they use to justify their crimes and their folly. They have strayed from the right path, and their fate is to dwell forever in hell.


 They think – out of ignorance – that they are engaging in jihad. Since when has jihad been synonymous with killing innocent people? The Almighty says, "Do not transgress limits, for Allah loves not transgressors".


 Is it conceivable that God – the Most Merciful, the Most Compassionate – could order someone to blow himself up or kill innocent people? Islam, in fact, does not permit any kind of suicide – whatever the reasons or circumstances. The Almighty says, "if any one slew a person - unless it is for murder or for spreading mischief in the land - it would be as if he slew the whole people".


 Islam is the religion of peace. Almighty God says, "O you who believe! Enter into peace whole-heartedly".


 As for jihad in Islam, it is governed by specific conditions, including the fact that it is to be resorted to only for defense purposes – not for murder or aggression. It is forbidden to kill people under the pretext of jihad.


 In addition, to be valid, jihad would have to be called for by the Commandership of the Faithful – and not by an individual or group of people.


 Those who call for murder and aggression, those who excommunicate people without a legitimate reason, those who interpret the Quran and the Sunnah to suit their purposes, are actually lying to Allah and His Messenger.


 That, in fact, is the real blasphemy, for the Almighty says, "Who, then, does more wrong than one who utters a lie concerning Allah, and rejects the Truth when it comes to him; is there not in Hell an abode for blasphemers?” My ancestor, Prophet Muhammad – may peace and blessings are upon him – said: “Whoever tells lies about me deliberately let him take his place in Hell”.


 Terrorists take advantage of some young Muslims – particularly in Europe – and of their ignorance of the Arabic language and of true Islam, to spread their distorted messages and misleading promises.


 How could anyone of sound mind believe that the reward for jihad is a number of virgins? How could one possibly accept that the depths of the earth and other such lies will swallow anyone who listens to music?


 Terrorists and extremists use all means to convince young people to join them in order to attack societies profoundly committed to the ideals of freedom, openness, and tolerance.


 Moreover, several Muslim groups and societies perceive themselves as authorities on Islam, arguing that they represent true Islam – which implies others do not. In reality, however, they could not be further from Islam and its tolerant values.


 Such attitudes encourage the spread of the extremist ideology, of excommunication and terrorism, for terror, advocates believes that this is the path to true Islam. These people need to take a hard look at them and decide to what extent they are responsible for the crimes and human tragedies perpetrated in the name of Islam.


 All of us are targets. Whoever thinks or believes in what I have just said is a target of terrorism. That scourge hit Morocco in the past, and then it struck in Europe and in many parts of the world.


 As ignorance spreads in the name of religion, Muslims, Christians, and Jews have to close ranks in order to tackle all forms of extremism, hatred, and reclusiveness.


 As attested by the history of humankind, it is impossible to achieve progress in a society, which is plagued by radicalism and hatred, for the latter are the main ingredients of insecurity and instability.


 There are countless examples, in human civilization, of success stories, which show that religious interaction and coexistence produce open societies in which love, harmony, and prosperity prevail.


 This was also illustrated by the Islamic civilization, especially in Baghdad and Andalusia, which were among the greatest, most open civilizations of humankind.





Morocco’s national responses too many complex regional and international issues – such as development, migration and the fight against terrorism – are in line with a firm commitment to serve African peoples.


 That should not come as a surprise since Morocco has always been at the forefront of advocates calling for the liberation of our continent. In this regard, I am following the example of my pioneering ancestors who believed in Africa, and who worked earnestly for the unity, openness, and progress of its peoples.


 Therefore, it is with great reverence that we remember the heroes of the Revolution of the King and the People, my revered grandfather, His Majesty King Mohammed V, and my venerable father, His Majesty King Hassan II – may they rest in peace – as well as all the nation’s glorious martyrs.

Pakistan-U.S. Alumni Network Supports Pakistani Boy Scouts Leadership Weekend

Islamabad, August 22, 2016 – The Pakistan-U.S. Alumni Network (PUAN) partnered with the Pakistan Boy Scouts Association (PBSA) to host a three-day leadership camp for Pakistani Boy Scouts on the grounds of the PBSA headquarters in Shakar Parian Park, Islamabad, August 19-21. 

American Counselor for Public Affairs and Eagle Scout, Rob Raines, helped kick off the event at the opening ceremony.  “Leadership, teamwork, basic outdoor skills, first aid, and citizenship skills will make a difference in your lives and in the lives of others for years to come,” he said to the Pakistani Boy Scouts. 

Raines also thanked the Chief Commissioner of the Boy Scouts, Raheela Hameed Khan Durrani, Speaker of the Baluchistan Provincial Assembly, for her efforts to strengthen Pakistani youth leadership skills.  The Chief Commissioner is an alumna of the International Visitor Leadership Program (IVLP), the premier professional exchange program offered by the U.S. government.

The Scouts engaged in numerous leadership tasks throughout the weekend, including first aid, sports, pioneering, and outdoor survival.  The Scouts were mentored by various leaders, including the National Secretary of the PBSA, Zahid Mehboob, and various alumni of exchange programs to the United States. 

The United States and Pakistan share a rich tradition of Scouting.  There are more than 3 million combined Scouts between the two countries who are learning the same skills and values.  

PUAN is an alumni network of students and professionals who have participated in U.S. government-sponsored exchange programs. With more than 20,000 alumni across Pakistan, PUAN is one of the largest alumni networks in the world.  PUAN regularly organizes events across Pakistan, including service projects, leadership training, roundtable discussions, and community engagement activities.

At last, we have witnessed“freshness,” in the otherwise dormant OIC. Suddenly, the Secretary General of OIC Iyad Amin Madani lands in Islamabad to hold talks with the Foreign Affairs Advisor Sartaj Aziz on the massive Indian abuse of the human rights of the people of Indian Occupied state of Jammu and Kashmir. Earlier, the OIC was indifferent, terming J&K a forbidden taboo.

The second surprise is the pronouncement of Madani that J&K is not an Indian issue but an international one. Madani went further by demanding a resolution of the issue on the basis of UN Security Council resolutions that call for holding a plebiscite in Kashmir to enable its people the right of self-determination.

A third surprise is the decision of OIC to revive the OIC’s Contact Group on Kashmir. The Group will meet in September on the margin of the General Assembly session in New York.

This policy of the OIC indicates that the crisis between Pakistan and GCC countries is amicably resolved. Most probably, the crisis is resolved by the statement of COAS Gen. Raheel Sharif that Pakistan is committed to the sovereignty and territorial integrity of Saudi Arabia.

Furthermore, the OIC felt that it should activate itself following the statement of the UN Secretary General Ban-Ki Moon on the issue. Moon offered a mediation role. He stated that he was ready to facilitate a dialogue between India and Pakistan over Kashmir to achieve a negotiated settlement to the issue.
